Heh, there’s a bug in apt that can make it not notice some updates: https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1078608
It has been debugged recently, so a fix may come soon, but it’s not there yet. Meanwhile, you can remove the lists to force them to be redownloaded: sudo rm /var/lib/apt/lists/*
