I don’t know any more about the situation than you do. 
With respect to the comments in the video about development kits being sent out late to UBports, I should point out that other development teams also received their kits quite late, though not as late as July. In some ways the process around sending them out to non-backers didn’t go as smoothly or as quickly as hoped. I’m sure it could have been handled better, but I guess we can learn from that experience.
