Claims of “Made in Country X” have always been confusing for any item involving many inputs, electronics, food, anything else. Sometimes it may be expressed as a percentage by number of inputs or by dollar value. Whether or not a particular item complies with a particular definition is no more important than whether the particular definition is useful, meaningful or relevant; and if the definition is confusing then the resulting claims are likely to be as well.
I just look at it as a step in the right direction even though obviously “100%” has not (yet) been achieved.
