Just wondering what the lockscreen launcher does, and how it can be configured.

I don’t think so. On the bottom of the widget list there is one (experimental) widget called Launcher box. The settings cog of which is greyed out even when you activate it.
I have used all the other widgets. The launcher box is a new addition.
I understand now. Enabling it in the Mobile Settings adds it to the lockscreen widgets panels, but no, I don’t see a way to configure it.

You can run .desktop files from it if you put them in the right folder: $XDG_CONFIG_HOME/phosh/plugins/launcher-box/
I used dconf-editor to set a static folder: /home/purism/.config/phosh/plugins/launcher-box/
