Even after Hezbollah announced publicly back in February (7 months ago) that it was abandoning the use of mobile phones?

An order for 5,000 substitute devices should have raised some red flags, in my opinion.

Red flags unfortunately won’t prevent anyone from doing business…if you can be sure it is not illegal and that you won’t get in any sort of trouble, which is the case here.
But announcing publicly that they were abandoning mobile phones sure was an opsec failure: someone was listening, got the hint, and imagined this stupendous operation!

Media reporting: The supplier of the pagers was BAC Consulting, a company based in Hungary, but the devices were not manufactured in Hungary and the devices were not shipped from Hungary.
