You can download mentioned .deb file with your smartphone, connect smartphone to your laptop, copy this file to some folder on the laptop and install it as root user over terminal by issuing command apt install firmware-atheros_20190114-2_all.deb. Or you can download the same .deb file from somewhere else (or from same laptop by using Windows) and put it to your USB stick and then easily transfer it to your laptop when using PureOS (or any other Linux distribution based on Debian).
