In theory, yes. But if such a device would exist, Purism would most likely make it available to us.
It is my understanding that those M.2 modules exist for things like IoT devices. They are not intended to be used in mobile phones. There is not really a market for such modules with two SIM slots.
The SIM card slot is not placed on the modem, it’s part of the phone mainboard. So it’s rather unlikely you’re going to be able to stuff another one in, without some serious hacking or emulation (if that’s even possible).
