It makes more developer sense than Tor Browser for iOS, which does not exist (yet), since Apple enforces WebKit as the engine for all iOS browsers.
The Firefox in the Debian archive is built from source by Debian. All the objectionable stuff is removed. Mozilla’s terms and conditions are irrelevant: they apply only to binaries downloaded from Mozilla.
