Both IPs (source.puri.sm - 178.63.173.204, developer.puri.sm - 178.63.173.200) are blocked by Roskomnadzor at 13.04.2018 (check yourself via blocklist.rkn.gov.ru), so these are the consequences of our government’s dull “Telegram wars”.

Little heads up for those who are concerned: today Russian government has removed all Hetzner subnets from the black list. Both source.puri.sm and developer.puri.sm are now accessible without tunnels or proxies.
