"dpkg was interrupted"

user@user:~$ sudo apt-get install torbrowser-launcher
E: dpkg was interrupted, you must manually run ‘sudo dpkg --configure -a’ to correct the problem.

I did a copy-paste search for “dpkg was interrupted”, however no results were found, hence this “new topic”.

I do not seem to understand the issue, here, nor do I know how this issue came to be.

I usually see this if my laptop went to sleep in the middle of an apt upgrade or somehow otherwise caused that process to get interrupted. But running the recommended sudo dpkg --configure -a has always cleared it up.
