Can the BIOS be flash from other debian based distros such as ubuntu?

Yes, CoreBoot can definitely be flashed from Ubuntu.
I did that some weeks ago from my Kubuntu install.
You just need to pre-install the prerequisite packages, and boot with the iomem=relaxed kernel parameter.
