When booting I get a recovery shell and stuck there. I have to force boot, ignore tampering, to get to the OS. Does this have to do with my GPG keys? If I reset them to default will it prevent me from getting into my desktop?

What is the error message on the display?
Can you send a picture of it?
Assuming that you believe that tampering has not occurred and that the issue is that kernel or boot updates have legitimately occurred then you may need to re-sign boot files.
