Hi. Can i use PCI-E to M.2 adapter for external GPU or other PCI-E devices on Librem15v3?

So in general I would say yes since the M.2 slot provides NVME function, i.e. PCIe lanes. But I see two problems here:

  1. power supply, you must make sure that this PCIe device is powered from some other source than the M.2 slot.
  2. the M.2 slot is only accessible from the bottom of the case, i.e. you need to run the whole thing kind of upside down then.

You also need to take into account the M.2 key (the notch position). The M.2 slot in the Librem laptops is for storage devices, which is IIRC M.2 Key-M.
