Suspending "Apps" to disk

There’s been discussion before with the L5 about how to extend battery life by pausing applications, mostly due to Android having the ability to suspend applications and restore them later without obvious effect (and doing so automatically whenever the user switches away). The obvious “native linux” approach is to SIGSTOP the program, and then let it get swapped out (to zram or similar even). But this leaves it resident in memory (or at least in swap), which might not be desired behaviour.
