I just fired up my new Librem 16 laptop, and I see no signs of a syslog service or files, even after doing a PureOS Store update.

Probably doesn’t use syslogd by default and is using systemd-journald instead. If you want syslogd then install any syslogd implementation and systemd-journald should forward log messages automatically to syslogd. At least that’s the way it works on the Librem 5.
