I’m on the fence of pre-ordering a Librem 5, but I am missing any Terms & Conditions on the order page. Stuff like return conditions, warranty, when is my credit card charged, and so on. Where can I find these?.

Have a look at the policy page. Your credit card is charged as soon as you place a preorder.
