The local handling obviously is pretty different fro country to country. In Germany e.g. DHL Express delivers to your door step and handles customs but for a comparably low price, whereas Deutsche Post will drop it at the next local customs office (which there are many, not only at the point of entry) and customers must collect the package from there - saving the handling fee but having to go there and pay the VAT local.
