A USB host/client connection was on the Mobian WiKi if you do a bit of crawling.
(edit)OK but you also want to do Internet from the android to the Librem?
If so then you need to turn on bluetooth tethering on the android then do this on your Librem

sudo apt update && sudo apt install network-manager-bluetooth
sudo systemctl restart NetworkManager

and then pair the android in BT manager, you should see the option to use as an internet source or something similar
