Not totally convinced it’s about spam though. Scams? Maybe. Cracking down on dissent? Entirely possible.
a large number of mobile subscribers have more than one SIM card or rarely use the SIM cards they have bought. Hence they didn’t receive notifications from the mobile carriers about the information update.
That could get ugly if you have a data-only SIM that is in active use. You still won’t ever receive an SMS (or MMS). Specifically, a lot of equipment that requires such a SIM has no support for receiving notifications (because it has no user interface to do anything with the notification).
Hopefully they have got that covered.
(We had the same problem here with over-enthusiastic mandatory 2FA on login to manage mobile services.)
