Comet Lake doesn’t support PCIe 4.0. You can buy your own 1TB NVMe M.2 SSD and install it:

some still have compatibility issues with SATA 3 (they don’t run at full 6Gb/s only 3Gb/s)
The Raptor Talos II uses PCIe 4.0, runs on 100% free software, and is RYF certified. Of course, it isn’t free/open hardware, but the only open/free hardware motherboards that I know of are the Novena, MNT Reform and OLIMEX TERES-I.

OLIMEX makes a whole bunch of free/open hardware components that are inexpensive, but if you want x86 processors, then you can forget about it. All x86 reference designs have copyright restrictions, so you are never going to get an x86 free/open hardware device.
